DARKE COUNTY COMMISSIONERS AND CITY OF GREENVILLE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM, HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM, AND OHIO HOUSING TRUST FUND (OHTF) PROGRAM NOTICE OF PUBLIC HEARING #2 PY 2026 COMMUNITY HOUSING IMPACT AND PRESERVATION (CHIP) PROGRAM The Darke County Board of Commissioners, on behalf of Darke County and the City of Greenville via a CHIP Program Partnership Agreement, intends to apply to the Ohio Department of Development, Office of Community Enhancements, for funding under Program Year PY 2026 Community Housing Impact and Preservation (CHIP) Program providing that Darke County and the City of Greenville meet applicable program requirements. The CHIP Program is comprised of federal Small Cities Community Development Block Grant (CDBG) funds, federal HOME Investment Partnership Program funds, and Ohio Housing Trust Fund (OHTF) Program funds. On January 27, 2026, the Darke County Board of Commissioners conducted its first public hearing to inform citizens about the County's eligibility for PY 2026 CDBG Programs. The first public hearing included an explanation of eligible activities and other important program requirements. Based on citizen and staff input respecting the assessment of Darke County's and the City of Greenville's housing needs, the Darke County Board of Commissioners is proposing to carry out the following activities under the Darke County-City of Greenville CHIP Partnership Program: Activity CHIP Funds Other Funds Outcomes 1) Owner Rehabilitation Assistance $ 416,000 $57,959.77 7 units 2) Owner Home Repair Assistance $ 200,000 $ 0 6 units 3) General Administration and Fair Housing $ 84,000 $ 0 Totals: $ 700,000 $57,959.77 A second public hearing for the proposed CHIP Application will be held on Tuesday, June 2, 2026 at 10:30 A.M. in the Darke County Board of Commissioners' Hearing Room to give residents an adequate opportunity to review and comment on the proposed Darke County-City of Greenville CHIP Partnership Program Application, including the proposed activities summarized above, before the Darke County Board of Commissioners submits its application to the Ohio Department of Development. The CHIP Program Application deadline is June 24, 2026.
